Phoenix officers receive 24-hour suspension for assaulting deaf man with cerebral palsy during arrest


Three Phoenix police officers will face 24-hour unpaid suspensions and two of them will undergo additional de-escalation training following the arrest of a deaf man with cerebral palsy last year. Tyron McAlpin was arrested in August 2024 after being wrongly identified by a man involved in a fight at a convenience store. Video footage showed McAlpin being punched and shocked with a stun gun almost as soon as police arrived. He was charged with felony assault and resisting arrest but the charges were dismissed in October 2024. The Phoenix Police Department identified policy violations during an administrative investigation into the arrest. The officers involved were not named and may appeal the decision. Interim Police Chief Michael Sullivan expressed concern over the incident and stated that the safety and well-being of the community and officers are a priority. The incident occurred after a 911 call reporting a fight at the store, where a man inside pointed to McAlpin, accusing him of assault. McAlpin’s attorney claimed that excessive force was used, and the officers did not conduct a proper investigation. The video showed McAlpin trying to avoid being hit by an officer. The officers were not aware of McAlpin’s deafness or cerebral palsy prior to the arrest. The department aims to learn from the incident and move forward as a stronger community. Tyron McAlpin’s attorney did not immediately respond to a request for comment.
