The U.S. Agency for International Development (USAID) has announced that almost all direct hires around the world will be placed on administrative leave, except for those responsible for mission-critical functions. This decision comes following attacks by the Trump administration, including freezing foreign aid funding and closing the agency’s headquarters. Some lawmakers have criticized these actions as illegal, as USAID was established under a law passed by Congress. USAID delivers billions of dollars in humanitarian aid to over 100 countries, which advocates say is essential despite being only a small fraction of the federal budget. The agency was created in 1961 by President John F. Kennedy through an executive order after the Foreign Assistance Act was passed by Congress. In 1998, USAID was established as an independent entity outside of the State Department through the Foreign Affairs Reform and Restructuring Act. A report by the Congressional Research Service states that Trump does not have the authority to abolish USAID, and any such move would require Congressional action. In fiscal year 2023, USAID managed over $40 billion in combined appropriations to countries like Ukraine, Somalia, Ethiopia, Jordan, and Congo. The announcement by USAID has raised concerns about the impact on foreign assistance and humanitarian efforts worldwide.
