Governor Sanders launches new effort to implement work requirement for Medicaid recipients capable of working


Governor Sarah Sanders of Arkansas has submitted a waiver request to the Trump administration to add a work requirement to the state’s Medicaid program. The waiver, known as “Pathway to Prosperity,” would apply to able-bodied individuals aged 19-64 who are covered by the Arkansas Health and Opportunity for Me (ARHOME) program. These individuals must be employed or engaged in activities such as education or community service to maintain their Medicaid coverage.

The waiver request includes changes to track compliance with work requirements using data matching and technology, as well as providing success coaching and improving communication with targeted populations. Individuals who do not comply will face suspension from Medicaid coverage with a grace period to come into compliance before being removed from the program.

Governor Sanders believes that the work requirement will help individuals stand on their own feet and reduce reliance on government assistance. Officials estimate that there are 220,000 able-bodied adults in Arkansas receiving Medicaid benefits without a job, costing the state over $2.2 billion annually. The waiver application projects a cost of $42.8 million over a five-year period, with potential savings from suspended benefits and individuals transitioning off Medicaid due to increased employment.

Sanders emphasizes the importance of work in building responsibility, learning skills, and escaping poverty. The waiver request is aimed at promoting self-sufficiency and reducing the burden on taxpayers.
