The Food and Drug Administration has proposed a drastic reduction in nicotine levels in cigarettes sold in the U.S., aiming to make them less addictive and prevent millions of people, especially teenagers, from becoming addicted to smoking. The plan would reduce nicotine levels in combustible tobacco products by about 95%, with the goal of breaking the cycle of addiction and reducing the harm caused by smoking. The proposal does not include e-cigarettes, hookah, smokeless tobacco products, or nicotine replacement pouches.

Public health officials largely welcomed the proposal, but some, like the American Lung Association, believe it does not go far enough and want all tobacco products to have non-addictive levels of nicotine. The FDA estimates that the plan could prevent millions of young people from becoming addicted and lead to millions of smokers quitting within a year. The long-term benefits could have a significant impact on reducing smoking-related illnesses and deaths.

Former FDA commissioner Dr. Scott Gottlieb supports the proposal as an important step in helping smokers transition away from combustible cigarettes to safer alternatives like pouches and e-cigarettes, though he emphasizes that all tobacco products pose health risks. The public will have the opportunity to provide feedback on the proposal until mid-September, with the potential for the rule to be finalized and implemented in the next four years.
